What is an electrical installation condition report (EICR)?

An electrical installation condition report (also known as an EICR) is a document describing the condition of a site’s electrical systems, which can essentially serve as a certificate of safety compliance.

Filling out an EICR requires comprehensive inspection and testing of electrical installation by a qualified electrical engineer. The completed EICR will highlight any electrical dangers which need urgent remedial work and/or further investigation, as well as any improvements which are not urgent but still recommended.

Are businesses legally required to have a valid EICR?

There’s no strict requirement for either business owners or commercial property owners/managers to have an up-to-date EICR.

However, both parties do have a legal duty under the Health and Safety at Work Act 1974 to protect their tenants or staff/customers from unsafe electrical work. Non-compliance can result in heavy fines and even imprisonment.

An up-to-date EICR certificate is the most practical way to ensure you’re meeting your legal obligations in regards to electrical safety.

Who is responsible for arranging a commercial EICR?

If you’re a business leasing your commercial property under a Fully Repairing and Insuring lease (or FRI), your business will likely be responsible for arranging an EICR.

However, if you’re leasing your property on an Internal Repairing and Insuring lease (or IRI), your landlord may be responsible for arranging the EICR.

Regardless of the type of lease, property owners must ensure that electrical installations are safe before a tenant moves in.

How often should I renew my commercial EICR?

It’s generally recommended to get a new EICR every five years. However, commercial properties with higher-risk electrical systems (such as industrial facilities) may need more frequent EICRs. A new EICR should also be carried out whenever there’s a change of occupancy or building purpose. We recommend carrying out a full electrical risk assessment, which will help you determine how often to conduct EICR testing and maintenance.
